Responsibilities Civil or Mechanical Engineer to provide technical oversight and management of engineering services in support of the evaluation, design and construction of ash handling and storage facilities, design and construction of water and wastewater treatment systems, modification of dam structures and other civil infrastructure. Relocation: Relocation benefits are not offered for this position Posting Open: 03/13/2023Posting Close: 03/20/2023 -at 11:59 PM EST Position Purpose: This position provides technical oversight and is responsible for ensuring ash handling systems (mechanical/electrical engineered features) or ash storage facility/landfill (civil engineered features) engineering activities that are performed by others are performed correctly and in accordance with TVA requirements. Serve as technical project leader for the specifications, methods, design, plant interface, construction, QA/QC requirements, and documentation for new ash handling systems, ash storage facilities or other civil features.

  • Translates the goals and strategies of CCP Projects & Engineering into specific project and work plan activities.
  • Deploy and ensure compliance with processes and procedures.
  • Ensure fleet wide replication of solutions
  • Track, manage and control engineering contracts
  • Ensure engineered solutions at plant interfaces are properly executed
  • Provides leadership and technical direction to design team executing BOP functions
  • Executes engineering projects utilizing matrixed teams
  • Establish and communicate engineering priorities
    Supervisory Responsibility: Technical oversight for various engineering firms performing engineering projects, feasibility studies, evaluations, design/construction drawings, CQA plans, etc.
    Budget Responsibility: -
    Principal Accountabilities:
    • Approval authority of contract engineering firms performing tasks associated with capital project implementation including but not limited to: feasibility studies, new technology, evaluations, design/redesign, construction drawings, CQA plans of ash handling facilities and provide technical oversight
    • Technical oversight and approval authority of contract engineering firms performing tasks associated with engineering activities to support O&M efforts
    • Analyze, trend or oversee performance monitoring associated ash handling facilities or ash storage facilities
    • Provide general construction oversight of projects to monitor conformity with the design requirements.
    • Prepares TVA design guides, specifications and procedures to ensure new facilities are designed, monitored and inspected in the proper manner.
    • Performs risk assessments and makes recommendations to manage risk appropriately.
    • Provide technical direction to TVA engineers as required.
    • Serve as subject matter expert regarding ash handling facilities
    • Possess understanding of all environmental regulations associated with ash handling facilities or ash storage facilities including but not limited to: solid waste, NPDES, storm water, air, NEPA, etc.
    • Provide technical direction for mechanical, electrical (power & I&C) and civil engineering (with minimal assistance from others) for project teams implementing ash handling facilities.
    • Lead project teams, establish and accomplish valid requirements, monitor all phases of project performance approve project changes within approved limits, approval of proposals and payment, and conduct lessons learned reviews at project completion.
    • Manages and controls engineering contracts. Establishes oversight and governance of equipment suppliers and field implementation of projects.
    • Review events and practices at non-TVA facilities in order to incorporate lessons learned
    • Represents TVA on industry committees/efforts and to achieve industry leadership.
    • Resolve conflict between vendor, plant staff, corporate and senior management
      Minimum Requirements:
      Education. - -B.S. degree in mechanical engineering, electrical engineering, civil engineering or equivalent engineering degree.
      Experience. - -8 or more years of material handling system design/technical experience. Seven years of ash handling system design experience is preferred or ten plus years of civil project work including: earthwork, surveying, direction of civil design teams, construction oversight, storm water controls, environmental requirements, QA/QC requirements, etc. Landfill, environmental remediation experience is preferred.
      Certification/License, etc - -Project Manager certification is desirable. Professional Engineering license or Master's degree in engineering is desirable.
      Knowledge/Skills/Abilities - -Demonstrated experience with ash handling systems or other material handling systems or civil projects. Have strong understanding in multi-discipline engineering roles. Have demonstrated the ability to lead project teams. Utilizes proper decision making techniques. Good communication skills. Understanding of pertinent environmental regulations. Candidate may be required to obtain and maintain a security clearance based on position / access requirements and essential job functions.
