Job Title: Director of FinanceDepartment: AdministrationReports To: Executive Director -SUMMARYThe Director of Finance is responsible for the coordination and execution of the capital and operating budget, administration of federal and state grant activities and for all areas relating to financial reporting. This position will be responsible for developing and maintaining accounting principles, practices and procedures to ensure accurate and timely financial statement preparation. This position addresses tight deadlines and a multitude of accounting activities including general ledger preparation, accounts payable, financial reporting, year-end audit preparation and the support of budget and forecasting activities. The position requires strong interpersonal communications skills, both written and verbal. The ideal candidate for this position will be team-oriented and self-motivated and have demonstrated ability to communicate effectively with a wide range of individuals and groups including local Board members, regional planning organizations and city departments. -ESSENTIAL DUTIES AND RESPONSIBILITIESOther duties may be assigned that are in keeping with the goals and objectives of CARTA. --Obtain and maintain a thorough understanding of the financial reporting systems and general ledger structure. -This role requires strong analytical skills and an inquisitive nature as there are numerous entities, funding sources, and partners that play a critical role in the success of the project-Ensure an accurate and timely monthly, quarterly and year end close-Perform job costing analysis and develop/create job costing reports as requested-Provide monthly, quarterly and annual reporting as required-Ensure the monthly and/or quarterly and/or annual bank compliance activities are performed in a timely and accurate manner-Provide monthly financial analysis with variance and metric reporting to determine financial performance against the budget-Review financial performance with management including the ability to effectively communicate results and corrective action plans-Support budget and forecasting activities-Document financial policies/procedures to analyze the efficiency of resources and implement changes to maximize performance and accuracy-Perform documentation/compliance of various funding sources including federal funds (Single Audits required)-Safeguard assets and assure accurate and timely recording of all transactions by implementing disciplines of internal audits, controls and checks across all departments -Serve on the pension committee and assist in making decisions about the pension-Respond to inquiries from the Executive Director and other team members regarding financial results and ad hoc reporting-Support the Executive Director with special projects - -SUPERVISORY RESPONSIBILITYManages the overall direction, coordination, and evaluation of the Accounting/Finance, and Purchasing Departments. Carries out supervisory responsibilities in accordance with the company policies and applicable laws. Responsibilities include interviewing, hiring, planning, assigning, directing work, rewarding, disciplining employees, performance reviews, and addressing complaints and resolving problems. The Director of Finance must use the utmost discretion in all presentations/correspondence and communication for staff, Board of Directors and Executive Director. -EDUCATION AND/OR EXPERIENCEBachelor's degree required; advanced degree in accounting and/or finance preferred. -CPA required. A minimum of five to seven years of progressive professional experience in large project and/or government accounting/finance required. -Supervisory experience is required. Strong analytical, management and implementation skills; strategic planning experience; a proven track record in developing and administering large or complex projects. Demonstrated experience working in urban areas and sensitivity and responsiveness to community issues and concerns. -REQUIRED SKILLS:Experience on computer and related accounting software required; experience with Solomon and Kronos software preferred. -Must be highly organized, capable of self-direction and autonomy and able to work well with persons at all levels in the organization and within the community. -Must have effective presentation, interpersonal and facilitation skills. -CARTA is an Equal Opportunity Employer.
